Scientific publications in the form of journals have a considerable scientific impact on the ranking parameters used in both QS WUR and QS AUR. One type of scientific publication that has sufficient opportunity to be cited more is the type of review article (state of the art article). This type of article is usually written by a researcher (writer) or a group of researchers who have recognized competencies in the field to be reviewed. Recognized competence is usually measured by the value of the researcher / author's h-index. This type of review journal article will usually receive special attention from international researchers apart from scientific articles of other research results in general and are used as references in various further studies. In other words, a college that has many types of scientific articles will increase its academic reputation. This is what lies behind the journal writing work program for this type of review article to be submitted by the WCU team at the University of North Sumatra to receive funding from the WCU program of the Ministry of Education and Culture.

Based on a study conducted on USU lecturers / researchers, the number of researchers who have published scientific research articles in international journals indexed in Quartile 1 (Q1) in Scientific Journal Rankings - SCImago, is still small while there is a strong desire to increase the number of researchers with international reputation at USU. and citations to scientific articles. Therefore it is necessary to collaborate with researchers from overseas universities (PT) who already have a reputation in the field to be proposed.

As an appreciation and motivation for lecturers / researchers who have produced good and quality scientific work, incentives will be given for scientific articles of the type of review that have been published and indexed in international indexes such as Scopus / WoS Thomson Reuters with Impact Factor.
